Family Advocate (FA)/Site Supervisor
Position is 42 weeks per year
Summary
Under the supervision of the Education Director or designee, the FamilyAdvocate provides comprehensive family support services for the Karuk TribalHead Start Program. This position coordinates ERSEA (Eligibility, Recruitment,Selection, Enrollment, and Attendance), family engagement, attendance,referrals, and access to community resources while promoting school readinessand family well-being. The Family Advocate collaborates with staff andcommunity partners to ensure children and families receive coordinatedservices, maintains compliance with Head Start Program Performance Standards,Tribal policies, and confidentiality requirements. Will serve as the sitesupervisor and be responsible for overseeing daily program operations andassigned staff. The Family Advocate is expected toserve as a Mandated Reporter as required by Head Start Performance Standardsand recertify training as required
Responsibilities
1. Provides primary supervision and operational oversight of the assigned site while maintaining delegated supervisory authority to support staff and operations at the secondary site as needed to ensure continuity of services, compliance, and program effectiveness.
2. Completes follow up tracking on Family Services and Family Partnership Agreements and records this information in the Child Plus database; assists with data input for the Program Information Report (PIR).
3. Provides monthly reports to the Education Director regarding Eligibility Recruitment Selection Enrollment and Attendance (ERSEA), family partnerships, referrals and services provided, and community partnerships.
4. Engages parents as full partners in the education of their child including assistance with enrollment packets and documentation; supports and assists families in transitioning their child to kindergarten by linking parents with their child’s next school.
5. Supports and encourages parental leadership by providing parents opportunities to beinvolved in group activities, Policy Council, parent committee meetings,educational activities, and to contribute to program activities and servicesthrough volunteerism, community service, etc.
6. Coordinates with staff to encourage and engage parents in establishing individualized goals(including adult literacy), providing in-kind for the center, and to worktogether with their child at school, at home, and in the community.
7. Advocates for and assists families in identifying and coordinating resources to meet family goals through the Family Partnership Agreements; conduct home visits as needed to assist parents with matters such as attendance.
8. Recruits and enrolls eligible children utilizing approved recruitment policies; maintaina waiting list of eligible children; maintain the monthly student enrollmentcount.
9. Develops and maintains collaborative relationships with community and tribalagencies.
10. Maintains open communication and debrief with staff at the center, in the classroom, andin meetings as scheduled.
11. If a source of ongoing healthcare or access to healthcare has not been identifiedby the family, the Family Advocate will work with Health and NutritionCoordinator (HNC) to ensure the child/family has access to a source of care asquickly as possible.
12. Maintains documentation of all communication, including follow-up efforts and plans madewith families.
13. Contacts families when there is a sick child at school and stay with the child or ensurethat someone stays with the child in the office until a parent arrives.
14. Attends workshops, training, and conferences,to remain current on information, regulations, and guidelines regarding health,safety and nutrition requirements.
15. Reports suspected child abuse, neglect, health concerns, safety concerns, or otherincidents in accordance with mandated reporter requirements, Tribal policies,and established program procedures. Must be willing to recertify each year.
16. Maintains confidentiality of child, family, and program information in accordance withHead Start Performance Standards, Tribal policies, and applicable federal,state, and local laws.
17. Supports the Teacher and other program staff in maintaining compliance with all HeadStart Program Performance Standards, licensing requirements, health and safetyregulations, and program policies and procedures.
18. Demonstrates professionalism, cooperation, flexibility, and a positive attitude insupporting classroom operations and program goals.
19. Adheres to Tribe's and Program's confidentiality and personnel policies.
20. Be available for local and out of the area travel as required for job relatedtraining and various activities.
21. Attends all required meetings, trainings and functions.
22. Be polite and maintain a priority system in accepting other job-related duties, asassigned.

Requirements
1. Must have an Associate’s Degree inSocial Work, Human Services, Psychology, Early Childhood Education, FamilyServices, Health, or related field;
2. Must have, or shall complete FamilyService Certification within one year of hire.
3. Must possess a minimum of two (2) years of supervisor experience.
4. Must have one (1) year experience working with diverse children, ages 3-5 and families, including those in crisis situations, and demonstrate knowledge of family engagement strategies, case management, and community resource systems.
5. Must demonstrate knowledge of Head Start Program Performance Standards, ERSEA requirements, and family services systems including eligibility, recruitment, selection, enrollment, andattendance tracking.
6. Must have experience in planning,coordinating, and implementing family engagement activities, conductingreferrals, maintaining records, preparing reports, and entering data intoprogram systems.
7. Must be able to frequently bend,squat, kneel, reach, and occasionally lift and carry up to 50 lbs.
8. Must meet all Head Start, Tribal, and regulatory requirements including CPR/First Aid certification, as applicable.
9. Must be certified or able to be certified in Mandated Reporting and follow all reporting requirements within one-month of hire. Must be willing to be recertified as required.
10. Must successfully pass an initial medical examination and Tuberculosis (TB) test. Must be willing to submit to aperiodic rescreen for medical examination and TB tested every two years.
11. Must be willing to submit to fingerprinting rescreen every five years.
12. Must sign and adhere to the KarukTribal Head Start Handbook, Employee Conduct, Confidentiality Statement, andthe Karuk Tribe Personnel Policy.
13. Must protect tribal resources, equipment, records and property and immediately report suspected misuse, loss, damage or unauthorized removal of property to the Education Director, or designee.
14. Must be a self-starter, well organized, and willing to learn new skills.
15. Must possess valid driver's license, good driving record, and be insurable by the Tribe's insurance carrier.
16. Must successfully pass a pre-employment drug screening test.
