The Karuk Tribe Housing Authority (KTHA) is dedicated to providing safe, affordable, and sustainable housing opportunities for Karuk Tribal Members and their families. Our mission is to strengthen Tribal communities by supporting homeownership, rental assistance, and housing development programs that meet the diverse needs of our people.
Mission Statement
The Karuk Tribe Housing Authority will acquire and maintain assets. KTHA will strive to alleviate the acute shortage of decent, safe and sanitary dwellings for Native American persons of low and moderate income. KTHA will promote and sustain the culture, education, language, health, welfare, self-sufficiency, and economic independence of its residents. Affordable housing services shall include rental, home ownership, and model programs.

Services Provided
Student Rent Vouchers
Helps Karuk students cover housing costs while pursuing higher education, reducing financial stress so they can focus on their studies.
Elder Rent Vouchers
Provides assistance to eligible Karuk Elders to ensure they have safe, stable, and affordable housing in our communities.
Down Payment Assistance Grants
Supports Tribal members who are ready to purchase a home by helping with down payment costs, making homeownership more achievable.
Mortgage Relief Grants
Offers temporary financial assistance to qualified Tribal homeowners facing hardship in order to prevent foreclosure and protect family housing stability.
Temporary Rent Vouchers
Assists families and individuals who need short-term support to secure housing during transitions or emergencies.
Home Replacement Grants
Provides funding to replace unsafe or severely deteriorated homes with safe, livable housing for Karuk families.
Home Rehabilitation & Weatherization Grants and Loans
Helps repair, modernize, and weatherize homes to improve safety, energy efficiency, and overall living conditions.
Home Improvement Loans
Offers affordable loan options for Tribal members seeking to make necessary improvements, upgrades, or expansions to their homes.


Student Rent Voucher Program
The Karuk Tribe Housing Authority (KTHA) Student Rent Voucher (SRV) Program provides rental assistance to income eligible, Enrolled Karuk Tribal Members, attending college or vocational school full-time (12 units). Assistance is based on the household’s total income for a 10-month period (August-May), or a school year maximum (currently $10,000 but subject to change), whichever comes first. Please keep in mind, students may be responsible for their first month rent if there are delays in submitting documentation.
Covid-19 Homeowner Assistance Fund (HAF)
The Karuk Tribe Housing Authority (KTHA) is pleased to announce that the Homeowner Assistance Fund (HAF) Program is now available to assist income eligible homeowners who are experiencing financial hardships (including delinquencies) and were impacted by the Covid-19 Pandemic with mortgage, utility, insurance, property tax, and other related expenses for their primary residence.

Wellness Center
Our Wellness Centers in Yreka and Happy Camp provide welcoming spaces for Adult, Youths, recreation, and community connection. With workout facilities, gymnasiums, and resources to support mind, body, and spirit, they serve as hubs for health and resilience.

KTHA Board of Commissioners
In accordance with the Karuk Tribe's Housing Ordinance, the Board of Commissioners is comprised of seven Enrolled Karuk Tribal Members appointed by the Tribal Council, two of which shall be currently seated Tribal Council Members.


Presenting to the KTHA Board
The Board of Commissioners meets twice each month, the meeting location rotates between the housing communities of Yreka, Happy Camp, and Orleans. The Tenant Meeting, usually held the first Monday of each month, is open to the public. The Director Meeting, is a closed meeting.
In accordance with Chapter 12 Grievance Procedures, prior to submitting a request to the BOC, ensure all Tenant Matters have been through all levels of appeal as outlined in the Flowchart below. Failure to do so, will result in your request being tabled or returned to staff for review.

KTHA programs are primarily available to Karuk Tribal Members and their families. Some services may also extend to descendants or community members depending on the program and funding source.
KTHA offers a variety of services including rental vouchers (for students and elders), down payment and mortgage relief grants, home replacement, rehabilitation, weatherization, and home improvement loans. These programs support Tribal members at every stage of housing.
Applications can be started by completing the appropriate Application Packet or program-specific form, available online or at KTHA offices in Yreka, Happy Camp, and Orleans. For guidance, staff are available to assist with eligibility questions and application completion.
