The Karuk Economic Development Department works to build a strong, sustainable economy for the Karuk People. By supporting Tribal businesses, small enterprises, workforce training, and key partnerships, the department creates opportunities for growth and self-sufficiency.

Mission Statement

The mission of the Karuk Economic Development Department is to build diversified, sustainable economies by creating new business ownership and employment opportunities within the Ancestral Territory of the Karuk People. The mission is pursued by assisting the development of Tribal enterprises, community facilities, physical infrastructure, privately-owned small business and workforce training programs, as well as by facilitating strategic community partnerships, organizational development and access to public and private sources of financial support.

Services Provided

Monitor Funding

Monitors funding opportunities and assist in obtaining funding for tribal enterprises, departments, and existing or prospective tribal owned local businesses.

Assist Small Business

Assist small business development by offering services to entrepreneurs and prospective business owners within Karuk territory.

Provide Referrals

Provide referrals to other agencies to assist with business planning and/or financing.

Tribal partnership with ATNI EDC to provide SSBCI loans.

The Karuk Tribe has long been committed to exploring ways to promote economic growth and prosperity of its people. In collaboration with the Affiliated Tribes of Northwest Indians Economic Development Corporation (ATNI EDC) and a consortium of other tribes through the State Small Business Credit Initiative (SSBCI), the Tribe has created exciting opportunities for Karuk tribal members seeking financial support to launch or expand small businesses.

A Key moment in this initiative came when the first SSBCI loan was granted to a Karuk tribal member. This loan helped in the purchase of the Salmon River Outpost, a well-known local business, this purchase marks the first time that the outpost has Native owners. The outpost will continue to bring economic benefit and a sense of community pride.

SSBCI, or State Small Business Credit Initiative, is an exciting opportunity for Karuk Tribal Members looking to start or expand local small business. The Karuk Tribe has partnered with the Affiliated Tribes of Northwest Indians Economic Development Corporation (ATNI EDC) In order to better facilitate access to these funds.

These funds can be used to grow existing small business, or start new ventures. The funds can be used for a wide variety of purposes, including inventory, equipment, real estate, and even covering operation costs or securing working capital.

Department Leadership

Jeff Heign
Economic Development Coordinator
Jeff Heign’s educational background is in economics and accounting, and much of his career has been spent in the public sector of Siskiyou County before transitioning into the role of Economic Development Coordinator. Since moving to the area, he has made it his goal to help the communities in the area and assist in developing a self-sustaining local economy. Currently his main office is located in Yreka but does regularly travel to Happy Camp and Orleans. Jeff is always willing to talk about business ideas for Karuk Tribal Lands, ordiscuss feasibility and planning, the easiest way to reach him is via email.
