Director of Karuk Elders Program
Summary
The Director of the Karuk Tribal Elders Program (KTEP) oversees the implementation and development of the Karuk Tribe’s Elders’ Program. They ensure that education, care giving services, nutrition, culture, language, and health & wellness are maintained as focused areas of service, this includes but not limited to the development and coordination of organized social,
emotional/mental, physical, and recreational activities geared toward elders in addition to supporting and sustaining current programs while working to expand additional services. Incumbent engages elders, their families, caregivers and their communities in a kind, respectful & friendly manner.
Responsibilities
1. Manages the daily operation of the KTEP Department, collaborating with both internal and external programs, creating a tribe-wide Elders Program that is service-based and focused on the needs of this demographic.
2. Oversees KTEP and the Karuk Senior Nutrition Programs; maintains compliance with funders and objectives of programs including any existing Tribal, Federal and State guidelines.
3. Conducts strategic planning, budgeting, and organizes programs related to elders’ care, and achieves development & advancement of services.
4. Researches and performs needs analysis to determine the enrichment interests and needs of KTEP including outreach, meetings, talking circles, workshops, events, and special events.
5. Develops, implements, and manages a variety of year-round, high quality programs and activities to meet the identified needs and achieve department goals within available resources, including culture and language activities both educationally and culturally with the emphasis on elders and their unique needs. Analyzes data to determine the success of the programs and makes recommendations to the CEO regarding the implementation of new programs.
6. Prepares and monitors annual program budget including estimated revenue, expenses and surplus. Prepares presentation of program budgets for the CEO. Ensures effective and efficient use of budgeted funds, materials, facilities, employees and time.
7. Identifies and applies for new grant funding for additional special programming and services for elders, their families and caregivers including grant partnerships.
8. Coordinates and purchases materials, supplies, and equipment as needed, including the coordination/booking of vendors providing these services. Attends events to ensure the events run smoothly; monitor events in progress and reports on departmental efforts.
9. Works with the Tribe’s Public Relations Department to publicize all programs falling under the KTEP. Works on developing and maintaining new and improved methods of publicity and information sharing, such as press releases, photos and videos, updates to webpage, Facebook and other social media, etc. Creates supplemental flyers, brochures and other tools for program marketing.
10. Assists the CEO and oversees the Elders Program Coordinator with identifying and assessing community needs for services and developing short and long-range plans/goals and objectives.
11. Oversees all Senior Nutrition sites, ensuring compliance with funding agencies, tribal, federal and state laws, coordination with specific dietary requirements, and outreach including advancing services offered by the program.
12. Has full supervisory responsibility for year-round contracted caregivers and volunteers that may participate in elder activities. Evaluates performance and institutes program solutions when needed. Manages participant issues and enforces Standards of Care (SoC) with participants and caregivers. Interfaces with other departments to ensure SoC’s are established and maintained regarding elders.
13. Participates in professional development opportunities, such as relevant trainings, conferences, and webinars & various certifications as needed or required.
14. Maintains a priority system in accepting other position related duties as assigned.

Additional Qualifications
1. Ability to interact with elders with sensitivity, tact, and understanding. Ability to respect and maintain confidentiality including adhering to all Health Insurance Portability and Protection Act (HIPAA) and to communicate clearly in written and oral form. Ability to work independently and be self-motivated.
2. Demonstrates the ability to work effectively with Native American people in culturally diverse environments.
3. Exhibits the ability to manage time well and work under stressful conditions with and even temperament.
4. Displays the ability to understand and follow oral and written instructions.
5. Demonstrates the ability to foster collaboration and seek funding to enhance the overall Elders Program.
6. Demonstrates the ability to communicate effectively within the program and outside the program; with clients, potential funders, and others.
Requirements
1. Bachelor’s degree in human services, social work, community health, or related field; 3-5 years’ experience working with seniors/elders, in community, both in an in-patient and/or out-patient setting
2. Demonstrated knowledge of elder service network(s), Federal and State standards of elder care, including but not limited to Indian Health Services (IHS), California Rural Indian Health Board (CRIHB), Bureau of Indian Affairs (BIA), or relevant disciplines.
3. Has full supervisory responsibility for year-round contracted caregivers and volunteers that may participate in elder activities. Evaluates performance and institutes program solutions when needed. Manages participant issues and enforces Standards of Care (SoC) with participants and caregivers. Interfaces with other departments to ensure SoC’s are established and maintained regarding elders.
4. Demonstrated ability to effectively understand public and private healthcare plans and insurance benefits to both insured and un-insured elders.
5. Experience of 3 to 5 years in elder, senior or healthcare required with Executive Level experience in patient/elder care with focus on indigenous communities’ programs.
6. Must possess first aid/Cardiopulmonary Resuscitation (CPR) certification and remain current and active. Or possess within first 6 months of hire.
7. Demonstrated proficiency in the use of Health and Human Services (HHS) database, including program registration and the implementation of online registration.
8. Knowledge of food and food safety standards including preparation, sanitization, etc. Must possess current food handlers’ card.
9. Must possess thorough knowledge of office equipment and computer applications including Microsoft Office Suite.
10. Must have demonstrated ability to understand and comply with BIA, Compact programs, PSA Area on Aging, and IHS
11. Must possess a valid driver’s license, good driving record and be insurable by the
Tribe’s insurance carrier.
12. Professional administrative skills, including strong interpersonal communication skills, writing skills, as well as solid computer skills with emphasis on Microsoft Office Suite
(Excel, Word, etc.). Excellent organizational skills and exceptional customer service skills are of the utmost importance. Anticipate, schedule, and coordinate equipment, operations, volunteers, and services for activities in various stages of planning and execution.
13. Must have supervised multiple disciplines successfully for 3-5 years.
14. Must provide documentation of immunity to measles, and rubella, hepatitis B or become vaccinated with the recommended vaccine, test for Tuberculosis (TB) as US Centers for Disease Control (CDC) recommends, and annual influenza vaccine. Must have an annual health examination.
15. Must successfully pass pre-employment drug screening test and be willing to submit to a criminal background check.
