Major Infrastructure Upgrades Coming to Happy Camp: $9.9 Million in SB1 Funding Supports Safer, More Accessible Streets

Happy Camp, CA — The Karuk Tribe and the community of Happy Camp are celebrating the advancement of two critical infrastructure projects that will improve safety, accessibility, and long-term sustainability for the town. With over $9.9 million in Active Transportation Program (ATP) and $3.4 million in Road Maintenance and Rehabilitation Account (RMRA) SB1 funding, these projects represent a major investment in the future of the community.

The Happy Camp Complete Streets Project, a $9.9 million effort awarded in 2022 after a successful ATP application by the Karuk Tribe, will transform the core of Happy Camp by installing sidewalks, a Class II bike lane, upgraded crosswalks, pedestrian lighting, new flashing beacons, and landscaping along State Route 96. Spanning from 1st Avenue to just east of Mill Road, this project will create a safer, more walkable and bike-friendly environment, enhancing access for pedestrians, cyclists, and local residents.

Complementing the Complete Streets Project, the Happy Camp Pavement and Drainage Project will rehabilitate key sections of State Route 96, from South Indian Creek Road to east of Davis Road. With $3.4 million allocated through SB1 RMRA funds, the project focuses on improving pavement conditions and modernizing drainage systems—critical measures for enhancing road safety and climate resilience. A $200,000 tribal transportation-fund contribution rounds out the total project cost at just over $13.5 million.

“These projects are a testament to what’s possible when community vision, tribal partnership, and state support come together,” said Karuk Department of Transportation Director Misty Rickwalt.
“Happy Camp has endured so much adversity and it’s projects like these that infuse new life into the community. We’re investing in its safety, sustainability, mobility, and future.”

Construction is expected to begin in September 2025. Residents can look forward to improved access, safer streets, and infrastructure that reflects the community’s priorities. The Karuk Tribe and the community of Happy Camp extend their gratitude to Caltrans, District 2, and all partners involved in bringing these projects to life.
