The Karuk Tribe is seeking proposals for the position of Tribal Judge Pro-Tem to preside primarily over evictions/unlawful detainers, mortgages, and foreclosures. Responsibilities include presiding over motions, hearings, and trials; conducting legal research; rendering legal opinions; and issuing timely decisions. Candidates should be available for hybrid Webex appearances, emergency orders, and service in the NCTCC pool of judges.

Scope of Services:

  1. Preside over and rule on assigned matters in accordance with Karuk Tribe laws and policies.
  2. Conduct legal or factual research and render legal opinions.
  3. Render interim and final decisions, including procedural history, evidence summary, arguments, citations, findings of fact, and conclusions of law.
  4. Perform tasks assigned by the Presiding Judge/Administrator.

Minimum Qualifications:

  • At least 30 years of age.
  • Minimum 2 years’ experience practicing law, including service on a court bench.
  • Knowledge of Indian, Federal, and California law, with experience in Tribal Courts and eviction/mortgage/foreclosure cases.
  • Familiarity with the Karuk Tribe’s Constitution and laws.
  • No convictions involving moral turpitude, elder abuse, or child abuse.

Proposal Requirements:

  • Resume and statement of qualifications.
  • Detailed discussion with examples/documentation of meeting each minimum requirement.
  • Lump sum price, including service fees and direct expenses.
  • At least three professional references (preferably recent, similar work).

Indian Preference applies per TERO and the Indian Preference Act. Contracts over $2,500 are subject to a 2% TERO fee. Federal compliance (Davis-Bacon Act) may apply. A background check will be required.
