The Karuk Tribal Council delegates responsibility for management of day-to-day operations to the Executive Director. The Executive Director is enabled with authority to carry out these responsibilities in accordance with the Council’s direction and established policies.

The Karuk Tribal Council delegates responsibility for management of day-to-day operations to the Executive Director. The Executive Director is enabled with authority to carry out these responsibilities in accordance with the Council’s direction and established policies.
This role provides direction and guidance to the Tribal Council in governance functions and is responsible for effective administration of all tribal operations. The Executive Director oversees implementation of policies, procedures, strategic planning efforts, and legislative directives. They provide direct oversight of Karuk Tribal Management Staff, coordinate development of programs, plans, and budgets, and ensure compliance with Council goals and policy directions.
Responsibilities
- Meet with the Tribal Council in regular and special meetings; provide information, reports, and policy implementation updates.
- Confer with staff regarding operations, planning, economic development, governance, financial, and administrative matters.
- Draft policy statements, position papers, and correspondence for Council deliberation.
- Evaluate and maintain staff performance and morale; ensure team efforts align with goals and budgets.
- Review, implement, and enforce Karuk Tribal policies and procedures.
- Critically evaluate proposed programs and projects.
- Provide managerial assistance to the Council Chairperson for effective administration.
- Lead management team meetings and develop agendas in coordination with the Council.
- Provide advocacy with outside Tribal, federal, state, and private agencies.
- Work with legal counsel to coordinate matters impacting self-governance or sovereignty.
- Participate in annual Compact Negotiations.
- Review and report on legislation affecting tribal programs.
- Coordinate with Federal, State, and Local entities regarding compacts and contracts.
- Provide relevant fiscal materials to the Chief Financial Officer.
- Work with legal counsel on legislative strategies, policy review, and risk assessments.

Requirements
- Bachelor’s degree with seven (7) years’ supervisory management experience of diverse programs. Advanced degree or certificate in Business/Public Administration may substitute for up to two years.
- Organized, timely, and adaptable to evolving duties.
- Ability to build effective working relationships with Tribal Council, staff, members, and the public.
- Strong public relations, communication, and presentation skills.
- Ability to analyze problems, draw conclusions, and devise solutions.
- Independent work capability with minimal supervision.
- Proficiency with computers and office equipment.
- Ability to maintain effective government-to-government relationships with federal, state, and county agencies.
- Extensive knowledge of constitutional principles, Indian law, and jurisdiction issues (e.g., P.L. 93-638 as amended).
- Valid driver’s license, good driving record, and insurability by the Tribe’s carrier.
- Availability for travel to conferences, trainings, and Tribal Council sessions.
- Ability to maintain confidentiality.
Tribal Preference Policy
