Summary

The Compliance Department’s Background Investigator I (BGI) is responsible for performing in-depth background checks for all casino licensees as well as the intake, report development, and tracking of all potential Karuk Tribe Gaming Commission (KTGC) licensees. This includes background checks for all required gaming, non-gaming, and lease tenant applications. The position follows Tribal, Federal, and State backgrounding processes and requirements and assists the Compliance team with other compliance matters as defined by the Karuk Gaming Ordinance, Indian Gaming Regulatory Act (IGRA), Tribal-State Compact, KTGC Rules and Regulations, and Compliance Department policies and procedures.

Responsibilities

  1. Adhere to all governing documents, laws, and ordinances including IGRA, Tribal-State Compact, Karuk Gaming Ordinance, KTGC Rules and Regulations, Internal Controls, and other laws governing Indian gaming.
  2. Comply with KTGC code of ethics.
  3. Perform in-depth background investigations of potential licensees in accordance with licensing regulations and processes.
  4. Create detailed reports on licensees for determination of Class A or Class B license suitability.
  5. Create detailed reports on gaming and non-gaming vendors and resource suppliers for license suitability.
  6. Ensure fingerprint processes are followed in accordance with KTGC policies.
  7. Compile information for gaming license background investigations for recommendation to the Gaming Commission.
  8. Organize and coordinate gaming license files and responses, ensuring completeness.
  9. Assist in annual Facility License Inspection (audit) and processing Facility License applications.
  10. Track conditional licensees and report findings to the Compliance Director.
  11. Present licensing findings and recommendations to the Compliance Director and Gaming Commission.
  12. Assist with inspections for gaming and non-gaming departments as directed.
  13. Support monitoring programs approved by the Compliance Director.
  14. Collect information from inspections, monitoring, and investigations; compile reports for review.
  15. Assist with investigations as directed by the Compliance Director.
  16. Promote and maintain positive staff relations internally and externally.
  17. Report incidents of potential infractions to the Compliance Director.
  18. Abide by KTGC and Karuk Tribe confidentiality and personnel policies.
  19. Communicate effectively both orally and in writing.
  20. Assist the Compliance Director with overall department direction, coordination, and implementation.
  21. Navigate Compliance Department’s digital licensing software as a knowledgeable user.
  22. Maintain organized physical and electronic inventory of gaming machine software storage.
  23. Perform other position-related duties as assigned.

Requirements

  1. Minimum 21 years of age.
  2. High School Diploma or GED plus two (2) years of prior casino experience, or equivalent education combined with casino experience.
  3. Effective communication skills, oral and written.
  4. Ability to analyze and interpret court records, police reports, credit reports, and other documents.
  5. Strong computer skills including Microsoft Office and Windows-based software.
  6. Ability to become a superuser of licensing software used by Compliance.
  7. Ability to become fluent in all Compliance Department software applications for background checks.
  8. Knowledge of NIGC regulations, Tribal-State Compacts, and Gaming Ordinances.
  9. Ability to obtain Criminal Information Justice Service (CJIS) certification.
  10. Working knowledge of Class II and III casino games.
  11. Reasonable ability to communicate in English.
  12. Highly self-motivated and detail-oriented.
  13. Strong analytical and problem-solving abilities.
  14. Ability to prioritize and execute tasks in high-pressure environments.
  15. Ability to maintain concentration and attention for extended periods.
  16. Valid driver’s license, good driving record, and insurability by Tribal insurance.
  17. Willingness to travel and participate in required training.
  18. Ability to obtain and maintain a Tribal Gaming License.
  19. Adherence to the Commission’s confidentiality policy.
  20. Willingness to work weekends, holidays, nights, and be on call.
  21. Must pass pre-employment drug screening and criminal background check.
