Tribal Employment Rights Ordinance (TERO) Director
The TERO Director ensures that all Tribal departments, programs, sub-entities, and their contractors comply with all applicable Tribal, Federal, and State employment and contracting laws. This position is responsible for implementation of the Equal Employment Opportunity Commission (EEOC) contract.

Responsibilities
- Direct TERO staff in monitoring employment, training, business, and economic activities on or near the reservation to ensure participation of Native people.
- Enforce compliance with the TERO Employment Rights Ordinance, Workforce Protection Act, and Native American Preference (NAP) laws.
- Administer policies and authorities as prescribed by Tribal Ordinances, the TERO Commission, and Tribal Council; serve as liaison with employers, agencies, and the public.
- Provide fiscal oversight of TERO Department operations including budget, personnel, and grants.
- Coordinate and administer TERO Commission meetings, hearings, and reports.
- Advise Tribal Council on hiring practices and compliance; provide monthly reports.
- Maintain documentation for TERO/Indian Preference eligibility; maintain applicant “skills bank.”
- Partner with Human Resources and Tribal Leadership to ensure NAP compliance.
- Oversee training and development programs; support recruitment, retention, interviews, and selection processes.
- Serve as liaison with EEOC, OFCCP, Tribal Enterprises, and others; manage EEOC contracts.
- Develop and conduct training for outside entities in NAP and TERO compliance.
- Facilitate employment of TERO applicants, including providing clothing, tools, and resources as funds allow.
- Interface with grant agencies and Tribal Management to ensure compliance with ordinances and regulations.
- Assist or lead corrective actions when fiscal, contracting, or personnel issues arise.
- Monitor hiring of personnel to ensure compliance with TERO; prepare compliance reports.
- Administer business licenses for businesses on Tribal lands under the Business License Ordinance.
- Review contracts and ensure proper collection of TERO fees; review and secure Tribal Council approval of TERO budget.
- Represent TERO in projects with Caltrans and other agencies; investigate complaints and report findings to the TERO Commission.
- Travel locally and out of area as required; attend all required meetings and trainings.
- Perform other job-related duties as assigned.

Requirements
- High school diploma or equivalent with verifiable training in administration and legal procedures relevant to TERO and Indian Preference Act. BA/BS preferred in Tribal/Native governance, business, or related field.
- Minimum three (3) years of administrative experience, including recruitment and selection under TERO and Indian Preference Act.
- Knowledge of tribal law, ordinances, federal employment law, and Indian Preference laws.
- Knowledge of Karuk Tribal history, traditions, culture, and values.
- Knowledge of Federal and State contracting, grants, and EEOC issues as they relate to TERO.
- Effective communication with governing boards, management teams, and professional colleagues.
- Ability to work effectively with Tribal/community members; ability to motivate and empower others.
- Ability to define problems, analyze data, and recommend solutions.
- Ability to manage complex tasks, meet deadlines, and handle complications effectively.
- Demonstrated cultural competence and commitment to serving Tribal communities.
- Strong oral/written communication skills; proficiency in Microsoft Office and data tools.
- Valid driver’s license, good driving record, and insurability by the Tribe’s insurance carrier.
- Adherence to all tribal policies.
- Must pass pre-employment drug screening and criminal background check.
Tribal Preference Policy
