Summary

Under the general supervision of the Department of Transportation (DOT) Director, the Transit Coordinator is responsible for the development and administration of the Karuk Tribe’s Transit Program. This includes administration of all programmatic functions such as feasibility study development, budget management, requests for proposals, contracts, planning, compliance reporting, scheduling, and funding proposals. The Transit Coordinator attends regional transit meetings in Humboldt and Siskiyou Counties, manages Tribal, Regional, State, and Federal transit projects, oversees day-to-day transit operations, facility maintenance, vehicle procurement, grant reporting, and development of the annual transit service plan. This position is also responsible for seeking and applying for continued funding.

Responsibilities

  1. Manage and develop the Tribal Transit Program including policies, procedures, and organizational needs.
  2. Coordinate, oversee, and evaluate activities, programs, and services of the Transit Program.
  3. Develop budgets, cost summaries, and review financial statements; prepare budgets and modifications.
  4. Interpret and apply Tribal, Federal, State, CHP, and local rules, regulations, policies, and guidelines.
  5. Abide by DOT and Federal Transit Administration (FTA) Drug and Alcohol rules/regulations.
  6. Abide by Federal Civil Rights, Tribal, and ADA rules/regulations.
  7. Serve as liaison with Tribal Council, Commissions, and Committees to coordinate and implement transit strategies.
  8. Build partnerships with counties, Caltrans, FHWA, FTA, and other stakeholders to maximize funding and service.
  9. Develop and monitor budgets; maintain funding contracts, agreements, and grant files including reports and close-outs.
  10. Monitor project progress to ensure compliance with federal guidelines, specifications, and documentation.
  11. Approve expenditures for submission to Supervisor ensuring budgetary compliance.
  12. Prepare and submit grants and financial reports.
  13. Ensure proper accounting and record keeping procedures for audit compliance.
  14. Provide transit training to staff.
  15. Make decisions to accomplish community transit goals and maintain positive program relations.
  16. Oversee transit service utilization and operations; address complaints, review accident records, and develop corrective actions.
  17. Work effectively in a fast-paced environment; attend required Tribal functions such as Annual Reunion.
  18. Schedule buses, vans, and other transit modes; coordinate with local agencies.
  19. Supervise transit staff and contract staff including assignments, discipline, evaluations, and recommendations.
  20. Provide dispatch and passenger ticketing/scheduling services.
  21. Travel regionally and nationally to fulfill program responsibilities.
  22. Perform other duties as assigned.

Supervisory Responsibilities

This position provides direct supervision to staff assigned to the Tribal Transit Program.

Minimum Qualifications

  • Broad knowledge of the Karuk Tribe, its culture, and surrounding communities.
  • Experience in transit system planning and operations.
  • Minimum one (1) year experience managing and supervising transit operations.
  • Ability to instruct, direct, and evaluate employees.
  • Strong organizational and decision-making skills.
  • Effective communication skills, written and oral.
  • Knowledge of accounting, budgeting, and grant administration.
  • Knowledge of Tribal/State/Federal Transit Administration grant processes and reporting.
  • High computer literacy with Microsoft Office and related software.
  • Knowledge of Federal, State, and Tribal transit regulations.
  • Familiarity with DOT and FTA Drug and Alcohol regulations.
  • Knowledge of ADA and Civil Rights regulations.
  • Valid California driver’s license, clear DMV record, and insurability under Tribal insurance.

Education/Experience

Degree or certificate in Transit Planning and Services, Public Administration, Operations Management, Business, Construction, Public Works, Utilities, or related field and/or two (2) years’ work experience with at least one (1) year managing/supervising employees and transit operations. Equivalent combinations of education and experience will be considered.

  3. Must have valid California Driver’s License and insurability through Tribal insurance.
  4. Ability to read and comprehend instructions, short correspondence, and memos; ability to present information effectively in small group settings.
  5. Ability to apply common sense understanding to carry out written, oral, and diagram instructions; ability to deal with variables in standardized situations.
  6. Physical requirements include frequent walking and standing, occasional sitting, climbing, stooping, kneeling, and lifting/moving up to 25 lbs.
  7. Vision requirements: close vision, color vision, depth perception, and ability to adjust focus.

  2. Ability to manage time well and work under stressful conditions with composure.
  3. Ability to establish and maintain harmonious working relationships with employees and the public.
  4. Ability to understand and follow oral and written instructions.

Requirements

  1. High school diploma or equivalent.
  2. Proficiency with Microsoft Suite and general computer skills.
  3. Up to three years of clerical and/or administrative experience; knowledge of Tribal culture, policies, and procedures preferred.
  4. Punctual, self-starter, organized, and willing to learn new skills; ability to prioritize tasks.
  5. Ability to speak clearly and professionally in person and by phone.
  6. Valid driver’s license, good driving record, and insurability by Tribal insurance.
  7. Adherence to confidentiality policy.
  8. Must pass drug screening and criminal history check.
